The 1990s had about 800,000 children who went missing, often with communities being oblivious that a childs life was in danger. In 1996, the kidnapping and death of 9-year-old Amber Hagerman led to a turning point in the recovery of abducted children. After Diana Simone founded Amber-Alert, the PROTECT Act signing in 2003 began the creation of the alerts system, resulting in the recovery of 1,186 children worldwide. The Amber Alert is a beacon of hope for abducted children.
