After the U.S.'s Doolittle Raid on Tokyo, Japan felt that it was vulnerable, thus it was in more urgency to make an offensive, but the navy was divided on where to strike. The Naval General Staff wanted to strike at Fiji and Samoa, and the Combined Fleet staff wanted to take Midway. The Imperial Army sided with the Combined Fleet, and Operation MI [Midway] began. Commanded by Japanese Fleet Admiral Yamamoto, the Imperial Navy [IJN] was enormous, much larger than the USN at the time. However, since IJN forces were so spread out due to improper planning, only the Kido Butai, their carrier strike force, would make contact with U.S. forces.
