The above photo  image is the coronation of emperor Nicholas the Second in Moscow 1896.

Poland has a long history of democratic rule, and the Polish nobility could vote on various matters. This system lasted from the 16th century to the late 1800s. This history of democracy led to the groundwork for democracy to be already set.

Russia has a long history of dictatorial rule, which has led to the population not being used to political freedom. This historic lack of rights led to a pattern of little participation or investment, even when political freedoms were extended.
