A sea level canal in Panama had two problems, the mountains and the different sea levels. A sea level canal was not possible because the Pacific Ocean was higher than the Atlantic Ocean requiring raising or lowering water levels to bring the ship to the other ocean and direct flow of water. A canal with a changing altitude would require many technological advances.
