REFORMS UNDER CORAZON AQUINO

During Aquino’s Presidency, she attempted both constitutional and economic reform for the betterment of Filipinos.

1987 Constitutional Reform

Aquino drafted a constitution addressing the issues that occurred under Marcos’s regime (Ateneo University).

“The constitution limited the presidential power to declare martial law” (Ateneo University).

Aquino “established the Presidential Commission on Good Government (PCGG), a committee dedicated to the recovery of the Marcos ill-gotten wealth” (Ateneo University).

Article XI: “The Congress shall provide a system for securing the secrecy and sanctity of the ballot as well as a system for absentee voting by qualified Filipinos abroad” (“The Constitution of the Republic of the Philippines”).

Articles from the 1987 Constitution

Article XIII: “Social Justice and Human Rights” was created, to prevent the social injustices under Marcos from recurring (“The Constitution of the Republic of the Philippines”).


Educational Reform

Republic Act No. 6655 “is the policy of the State to provide for a free public secondary education to all qualified citizens and to promote quality education at all levels…including but not limited to medical and dental, athletic, library, laboratory and Citizens Army Training (CAT) fees” (“AN ACT ESTABLISHING AND PROVIDING FOR A FREE PUBLIC SECONDARY EDUCATION AND FOR OTHER PURPOSES”).

This act enabled the large population of poor Filipinos to receive basic education, an attempt to address the past unemployment and poverty rates under Marcos.

Aquino attempted to establish reforms that targeted previous issues under Marcos.
