 When The US declared their boycott, although there was much controversy, many other nations joined the US and chose not to attend the olympic games, including Canada and Japan. Some countries, such as France, sent fewer people to the Olympics than in most years. In the end, a total of only 81 nations attended the games, making the Moscow Olympics have the smallest attendance since 1956. ​​​​​​​

Although Carter's plan did not go as hoped and had no effect on the Soviets, he had attempted to resolve the problem in a non violent way. In doing so he got support from other countries who believed in his efforts they saw it as something worthwhile enough to participate in and were willing to stand by his side in the boycott. ​​​​​​​
