Being a spy entails a lot of risk: Infiltrating the enemy, gathering information without being detected, and communicating that information back to base. At any point one could be captured and imprisoned, or even killed. It was most essential to get information about the enemy to their leaders. Unprecedented ways to communicate enemy information was developed on both sides.
