Ronald Reagan’s 1966 gubernatorial victory emerged as a moral high ground through reactionary politics in response to the perceived immorality of the countercultural revolution embodied by the Free Speech Movement centered at UC Berkeley, which he leveraged to legitimize administrative reforms that ultimately sought to suppress future minority student protest across the UC system.
