In 1994, the EPLF was renamed the PFDJ and promised to establish a multi party democratic system with regular elections (Lyob).

A new constitution was drafted to provide Eritrea with a more modern way of thinking and providing a guarantee of rights and political participation.

Independence was seen as the beginning of a stable, representative, and self governing nation.

The constitution was never implemented, elections were never held, and power remained centralized (Say Brother).

The 30-year war caused between 60,000 and 80,000 deaths, left thousands disabled or orphaned, and forced over 500,000 Eritreans into exile ("Legal Research Guide: Eritrea").

Eritrea achieved de facto independence in 1991 and de jure independence in 1993. 98.5% of voters registered in the systems voted, and 99.83 of the collected ballots favored independence, showing Eritrean unity and nationalism (United Nations). ​​​​​​​
