The actual creation of the plan involved the team coming together to predict the reality of an event happening in Sioux City. The team figured that events like an earthquake or hurricane were unlikely, but thunderstorms, fires, and plane crashes were probable. Mr. Brown said that the plan used for the Flight 232 crash “didn't specifically say ‘in the event of a plane crash’ but ‘in the event of a mass casualty.’ " As a Result of Flight 232, regional community response changed in many other cities and countries throughout the world.
